Mr. Loyola was born in the city of Santiago de Querétaro on September 10^th 1954; he is married and has four children.

• The following were some of the works developed, among others, during his administration: “Dr. Felipe Núñez Lara” Hospital for Children and Women; the building housing the General Law Enforcement Office for the state of Queretaro; the Intercontinental Airport in Queretaro, deemed as one of the most modern in Latin America; the “Manuel Gómez Morín” Cultural Center; the procurement of the ecological protected area “Dr. Mario Molina Pasquel”, with 3,700 acres; the building, within 70 days, of the Ecocentro Expositor, with a total area of 173 acres. As far as the social support actions are concerned, during his term he created the “Hot Breakfast” program and the “Kitchen School” acknowledged by the UN; The Missions on the Querétaro mountain range were included in the list of “Cultural World Heritage” of the UNESCO. The state’s patrimony tripled during his time as governor.

The president of Mexico, Felipe Calderón Hinojosa, appointed him as Chief Executive Officer of this agency on May 16^th 2009. This agency is part of the Tax and Public Credit Ministry.

He has spent most of his professional career in the agricultural sector, specifically in the production of grains and vegetables and with agricultural machinery companies.

Schooling

He received his degree, with honors, in Engineering in Zootechny and Agriculture from the Instituto Tecnológico y de Estudios Superiores de Monterrey, Campus Monterrey.
